I don’t understand most of what you have written but I think the first part is asking why we dont spell as we speak.
This would mean that words would be spelled differently in different parts of the world and even the country. Accents and speach inflections would alter the words so that they would be unintelligable to most people.
Far better to have a universal spelling for clarity.
